The Gutenberg Print Professionals Association of Nigeria (GUPPAN) has sharply criticized the Federal Government’s decision to stop Ministries, Departments, and Agencies (MDAs) from outsourcing printing jobs to private firms. The association described the directive as unfair, economically damaging, and a direct threat to Nigeria’s development goals.

In a joint statement signed by its President, Adekunle Adebambo, and National Secretary, Raymond Nwagwu, GUPPAN warned that the policy would devastate the multi-trillion-naira printing industry, force thousands of workers out of jobs, and render years of private sector investments useless.

The government had ordered all MDAs to rely solely on the Federal Government Printing Press, citing cases where confidential documents were compromised. But GUPPAN insists that the blanket ban is not the right solution.

While acknowledging the government’s concerns about protecting sensitive information, the association stressed that a more balanced approach was necessary. It proposed a system where non-classified jobs could still be outsourced to vetted and certified printers, alongside the introduction of a licensing and security clearance framework for firms handling official contracts.

According to the group, such an arrangement would safeguard national security without strangling private enterprise. It would also ensure fair competition, encourage industry-wide growth, and promote inclusive development.

GUPPAN urged the Federal Government to work with industry stakeholders to create policies that protect the country’s security interests while sustaining economic progress.
