KENYA: From December 2025, All Customs Bank Guarantees to Go Fully Digital, KRA Announces

The Kenya Revenue Authority has announced a major digital shift in customs operations, stating that all bank guarantees for customs activities will be executed and managed exclusively through the Integrated Customs Management System from December 1, 2025.

In a public notice issued by the Commissioner for Customs and Border Control, KRA said the move is part of its ongoing digital transformation agenda aimed at boosting efficiency, transparency, and compliance in customs procedures.

“The Kenya Revenue Authority wishes to inform all stakeholders including importers, exporters, clearing agents, and other customs stakeholders that effective 1st December 2025, all Bank Guarantees shall be executed and managed exclusively through the Integrated Customs Management System (iCMS),” the notice dated November 12 stated.

KRA indicated that the automation process would eliminate manual handling, reduce time taken for processing, and improve data accuracy across customs operations. The shift will also tighten security controls and curb risks linked to paper-based documentation and fraudulent guarantees.

A bank guarantee serves as financial security issued by a bank on behalf of traders to assure KRA that all duties, taxes, or fees owed will be paid. It allows importers and exporters to move goods such as those in bonded warehouses, in transit, or under temporary importation before clearing all customs dues. If a trader defaults, the bank settles the amount with KRA.

The authority urged all stakeholders to process future bank guarantees within the iCMS platform and assured them of continuous technical support and guidance during the transition period.

This latest move aligns with the broader modernisation strategy at KRA under the Customs and Border Control Department that seeks to facilitate a seamless, technology-driven trade environment.

Already in use for import, export, and transit cargo processing, the iCMS system integrates all customs services under one digital platform to enable faster, more transparent, and reliable trade operations.
