DOPF Urges Oborevwori To Assent To Community Security Corps Agency Law

Delta Online Publishers Forum (DOPF) has appealed to Governor Sheriff Oborevwori to urgently assent to the Delta State Community Security Corps Agency Law, 2025.

Daily Independent learnt this from the Leadership of DOPF in a press statement signed by the DOPF Chairman, Emmanuel Enebeli MNIPR, DOPF Secretary, Shedrack Onitsha, MNIPR, today, Thursday, January 15, 2026, which was made available to Journalists in Asaba, Delta State capital, as the Delta Online Publishers Forum makes a special appeal to Governor Sheriff Oborevwori.

The Statement by DOPF Leadership reads in part: “Delta Online Publishers Forum (DOPF) hereby appeals to His Excellency, Governor Sheriff Oborevwori, to give urgent assent to the law as passed by the Delta State House of Assembly on July 22, 2025, which aims to strengthen the state’s security architecture by establishing a formal Community Security Corps Agency”.

“No doubt, DOPF, as one of the law’s proponents, believed it would complement conventional security agencies and improve intelligence gathering, thereby responding swiftly to local security threats”.

“DOPF sees the delay in assenting to the law as “troubling. The security situation in the state has worsened, with persistent attacks on farmers by armed herdsmen, cases of kidnapping for ransom, and other violent crimes threatening livelihoods, food security, and public confidence in governance”.

“DOPF Leadership uses this medium to commend Governor Oborevwori for assenting to the Delta State Anti-Terrorism and Anti-Cultism (Amendment) Law, 2025, and launching the Delta State Security Trust Fund”.

“However, we express concern that the Community Security Corps Agency Law has remained unsigned for several months after passage. The assent is necessary as laws without enforcement structures become symbolic documents, not instruments of protection”.

“DOPF Leadership hereby urges the governor to sign the law and establish clear structures for its implementation, including recruitment guidelines, training standards, funding mechanisms, oversight frameworks, and coordination protocols with existing security agencies”.

“We believe that assenting to the law and activating its provisions will send a powerful message that the governor’s administration is proactive, people-centered, and determined to protect lives, investments, farmlands, and communities”.

“DOPF also appealed to the governor to present the signing and implementation of the law as a decisive gift to Deltans”.

“DOPF believed that the law’s passage and implementation are seen as critical to addressing the state’s security challenges”.

“Finally, with reports of terrorist elements being displaced from the North-East, there is growing fear that criminal networks may seek refuge in relatively softer regions, including parts of the Niger Delta”.
