The Lagos State Government has said designated mining sites were approved for Hitech Construction Company to support work on the Lagos-Calabar Coastal Road project.
The disclosure was made during the Year 2026 Ministerial Press Briefing of the Lagos State Ministry of Energy and Mineral Resources in Alausa.
The approval was mentioned as part of an update on the ministry’s key achievements over the past year presented by Commissioner for Energy and Mineral Resources, Biodun Ogunleye.
Hitech Construction Company is the contractor handling the construction of the Lagos-Calabar Coastal Road under the Engineering, Procurement, Construction and Financing (EPC+F) arrangement.

The Lagos State Government said the approval of designated mining sites was aimed at supporting infrastructure delivery linked directly to the Lagos-Calabar Coastal Road project.
Dedicated borrow pits have been activated across Ilamija, Kajola, Orimedu, and Akodo corridors to supply construction materials for ongoing works.
- “Designated Mining Approvals: To accelerate critical infrastructure, the Ministry facilitated the approval of designated mining sites at Ilamija, Kajola/Orimedu, and Akodo for Hitech Construction Company, directly supporting the development of the Lagos-Calabar Coastal Road project,” Commissioner Biodun Ogunleye said.
- The government said the approvals are intended to ensure steady material supply for road construction along key development corridors in Lagos.
- The statement was delivered during the ministry’s 2026 Ministerial Press Briefing in Alausa.
- The ministry also disclosed that it is tracking 20 mineral resource sites across the state, including 13 active and 7 inactive sites spread across Ikorodu, Epe/Ibeju-Lekki/Ajah, and Badagry. It added that 141 approved revenue consultants have been deployed to strengthen compliance and oversight in the sector.
Joint operations with the Lagos Waste Management Authority led to the deployment of specialised corridor sweepers, known as “Highway Doctors,” along the Ajah/Ibeju-Lekki/Epe axis to manage sand spillages linked to mining and construction activities.

Beyond mining approvals, the Ministry of Energy and Mineral Resources said it is facilitating Right of Way for the Lekki-Epe Integrated Energy Corridor, a 132kV transmission line linking Ajah, Eleko Junction and Alaro City, alongside a parallel gas pipeline to strengthen industrial power supply along the axis.
- The ministry also disclosed that four marine filling stations have been deployed under the Waterways Energy Solutions programme to supply alternative fuels to ferry terminals under LASWA, supporting cleaner waterways operations.
- In the power sector, the ministry approved 14 licences and permits covering off-grid, embedded generation, independent distribution, metering and mini-grid projects, including Axxela’s 5.8MW facility at Cadbury Nigeria Plc and a 9MW embedded generation project by Isolo Power Gen Limited.
Additional approvals include an independent distribution licence for Isolo Power Supply Limited and permits issued to New Hampshire Capital, GossLink Engineering and Enaro Energy Mini-Grid Limited for metering and mini-grid services.
What you should know
The Lagos-Calabar Coastal Highway is a federal project designed to connect Nigeria’s coastal states through a 750-plus kilometre highway network.
- Construction began in March 2024, with the first Lagos section commissioned in May 2025.
- According to Minister David Umahi, work is currently ongoing across Lagos, Cross River and Akwa Ibom States, with Hitech Construction Company Limited handling execution.
- Section I (Lagos) was procured at N1.068 trillion, Section II at N1.6 trillion, while Sections IIIA and IIIB were jointly procured at N1.33 trillion.
The project has attracted external financing, including a recent $100 million allocation under a $266.7 million ECOWAS Bank for Investment and Development (EBID) facility, as well as a separate $100 million approval in July 2025 for a 47.7-kilometre Lagos section.
The highway remains one of Nigeria’s largest infrastructure projects, with an estimated total cost of about N15 trillion.
