FG Suspends 4% FOB Levy On Imports

 

September 16, (THEWILL) — The Federal Government has ordered the Nigeria Customs Service (NCS) to suspend the implementation of the 4% Free on Board (FOB) levy on imported goods.

In a circular titled “Suspension of the Implementation of 4% FOB Charge by the Nigeria Customs Service” and dated September 15, 2025, Minister of Finance and Coordinating Minister of the Economy, Wale Edun, said the levy posed significant challenges to trade facilitation, the business environment, and economic stability.

The circular, with reference number F6330/T³/12, was signed by the Permanent Secretary, Special Duties in the Ministry, R.O. Omachi, and addressed to the Comptroller-General of Customs, Bashir Adewale Adeniyi.

Edun explained that the suspension would allow for comprehensive stakeholder engagement and a thorough review of the levy’s framework and its broader economic implications.

He noted that importers and businesses had raised concerns that the levy would increase financial burdens, with adverse effects on inflation, trade competitiveness, and the overall business climate in Nigeria.

Quoting the directive, Edun stated:

“Following extensive consultations with industry stakeholders, trade experts, and relevant government officials, it has become clear that the implementation of the 4% FOB charge poses significant challenges to Nigerian trade facilitation and economic stability.

“This suspension will provide an opportunity for comprehensive stakeholder engagement and a review of the levy’s framework.”

The minister further assured that the government would work with all relevant parties to devise a more equitable and efficient revenue structure that balances revenue generation with economic growth and stability.

He also directed the Customs Comptroller-General to ensure strict compliance with the suspension.
