Ipalibo Gogo Banigo (née Harry) is a Nigerian medical doctor, politician and the first female Deputy Governor of Rivers State.

As a member of the People’s Democratic Party, She has held several key positions in the Rivers State Department of Health.

During her tenure, she held the positions of Director of the Public Health Service, Acting Commissioner, Director-General and Permanent Secretary.

She first rose to prominence in 1995 as Rivers State Government Secretary and then State Services Director.

In December 2014, Ezenwo Wike selected her as his running mate in the 2015 general election. She was elected Deputy Governor and assumed office on 29 May 2015.

FAMILY

Banigo was born 20th December, 1952 to the family of Aubu Amahari in Dergma, Rivers State, Nigeria.

EDUCATION

Banigo completed her West African School Certificate (Level 1) and High School Certificate at Queen’s College, Lagos.

She has been awarded for academic excellence in chemistry, biology and English literature. In 1968 she won the BBC Student Prize for Poetry.

She was All-Around Student of the Year from 1969 to 1970 before graduating high school. She received her Bachelor of Medicine and Bachelor of Surgery from the University College Hospital, Ibadan, and attended the Harvard School of Public Health for her master’s degree.

Between 1990 and 1992, Barnigo completed a Diploma in Tropical Hygiene and Dermatology from the University of London.

CAREER

Banigo began her career with Rivers State Port Health Service, where she worked as a birth registrar and senior medical director.

She was an honorary consultant dermatologist at the University of Port Harcourt before becoming Chancellor of Rivers State College of Health and Technology in 1985.

During her tenure with the Rivers State Department of Health, she held five responsible positions including Director of Public Health Services, Acting Commissioner, Director General and Permanent Secretary.

On October 5, 1995, Banigo was appointed Secretary of the Rivers State Government until July 5, 1999. From May 1998, she served for a further five months as Department Head of Rivers State Government.

After retirement, Banigo continued to provide professional services and was later appointed as a public health consultant to Shell Petroleum Development Corporation of Nigeria.

In addition, she served as Executive Director and Secretary of the National Primary Health Care Development Authority.

Some of her memberships include University of Calabar Council, University of Nigeria Teaching Hospitals Council, Rivers State Food and Nutrition Board, Rivers State Hospital Management Board and Reference Board DFID.

She was also appointed program director for the United Nations Population Fund, UNICEF and chair of the Rivers State Relief Commission.

In December 2014, she was selected as the running mate of 2015 gubernatorial candidate Ezenwo Wike. Both PDP members were elected and took office on 29 May 2015.

Banigo currently serves as the 6th and first female Deputy Governor of Rivers State.

On April 29, 2021, she attended a symposium organized by St Racheal’s Pharmaceuticals Nigeria as a health advisor to commemorate World Malaria Day 2021 in Lagos, presenting some ideas on how to achieve Nigeria’s Next Zero in 10 years A Strategic Year for the Malaria Environment On September 20, 2020, she became chair of a seven-member panel formed by Rivers State Governor Nyesom Wike to activate some of the state’s moribund health facilities.
