President William Ruto has issued a firm directive ordering all learners to report to school starting Friday, whether or not they can afford school fees or uniforms.
The President announced the decision on Thursday while in Meru County during the disbursement of funds under the National Youth Opportunities Towards Advancement (NYOTA) business support programme. He instructed chiefs, assistant chiefs, and other provincial administration officers to enforce the order and ensure that every child reports to school for the first term.
Ruto said the government has already released Ksh44 billion in education capitation, leaving no justification for learners to stay out of school because of financial challenges.
“There is sufficient money for our children to be taught in the first term, so every child, with or without uniform and school fees, should report to school tomorrow morning,” the President said.
“I want all chiefs, assistant chiefs and members of provincial administration. Every child must report to school tomorrow morning because we have provided the money to teach our children.”
The directive seeks to eliminate financial barriers that often lock children out of classrooms at the beginning of the academic term, a period when many households struggle to meet school-related costs.
President Ruto also addressed the transition under the Competency-Based Curriculum (CBC), saying learners moving from primary school to junior secondary school must not face disruption due to lack of fees or uniforms. He said his administration remains focused on guaranteeing a smooth and inclusive transition for all learners.
According to the Ministry of Education, more than 930,000 learners who sat for the 2025 Kenya Junior Secondary Education Assessment (KJSEA) have already reported to school out of the 1.13 million candidates registered. The figures were released as of Wednesday, January 22.
Education Cabinet Secretary Julius Ogamba said the ministry has deployed teams nationwide to trace learners who have not yet reported to their assigned schools, as the government intensifies efforts to achieve full school attendance.
