Doctors across the country are set for long-awaited salary increments after the implementation of the 3rd and 4th Remuneration Review Cycles as well as long-pending basic salary adjustments under the 2017–2024 Collective Bargaining Agreement (CBA).
The development was announced by KMPDU Secretary General Davji Atellah, who on Wednesday, February 15 issued an update on the progress made in unlocking delays which had affected county and national government doctors.
Initially, county governments failed to implement the 3rd Remuneration Review Cycle at the start of the July 2024 Financial year, citing funding constraints within the Equitable Share allocation from the National Treasury.
After allocation of Ksh2 billion within the Equitable share to cater for personal emoluments, counties have finally begun rolling out the pending 3rd Remuneration Review Cycle covering the 2021/22–2024/25 period.

“During our consultative meeting held on 19th December 2024, the Chairperson of the Council of Governors, Ahmed Abdullahi, confirmed that implementation would begin once funds were secured,” the Secretary General announced in a statement to doctors.
Effectively, doctors under county governments will receive payments in arrears since the third cycle was due in the 2024/2025 financial year but was yet to be implemented.
Counties are currently factoring in the adjustments into their supplementary budgets to align payrolls with the updated SRC salary scales.
However, KMPDU noted that the SRC is yet to give the fourth review cycle covering 2025 to 2029 as the body is still awaiting official instructions on how to implement it.
At the national level, the Ministry of Health has already processed the 3rd cycle pay and is working on the fourth cycle.
In addition to SRC review cycles, doctors are also set to get long-awaited salary adjustments under the 2017–2024 Collective Bargaining Agreement (CBA), whose implementation has been delayed for months, leading to industrial action from medics.
KMPDU revealed that the government had released the funds for these CBA adjustments , with the payroll system also adjusted to ensure doctors’ salaries are calculated accurately.
The union added that it is working with relevant government agencies to correct errors identified in earlier salary calculations to ensure every doctor is paid correctly.
Meanwhile, arrears for Ministry of Health doctors’ basic salaries and call allowances have been provided for in a supplementary budget that is expected to be tabled in Parliament in March, with payment planned for the 2025/2026 financial year.
Arrears related to the 2024/2025 CBA have also been included in the supplementary budget and are expected to be paid within the current financial year.
