FCTA revokes all park licences, orders fresh screening of operators

The Federal Capital Territory Administration (FCTA) has revoked all park licences in Abuja, instructing operators to submit fresh applications for screening and possible reallocation.

Murktar Galadima, Director of the Department of Development Control, announced this decision during a media briefing where he explained the reasons for the demolition of Boulevard Park in Maitama, Abuja.

According to Galadima, the Minister of the FCT took this action following a memo from the Directors of Parks and Recreation and Lands, which highlighted shortcomings and breaches in the management of parks across the territory.

The new directive requires park operators to reapply by submitting updated documents to the Department of Parks and Recreation for review.

“Operators who meet the requirements will be eligible for reallocation. We urge all park owners to submit their documents for assessment,” Galadima said.

He stressed that the move was not aimed at targeting individuals but was meant to enforce regulation and adherence to policies.

“This is not witch-hunting. Due to violations, all park allocations have been withdrawn. The Minister has full authority over land use in the FCT, including parks,” he added.

Regarding the demolition of Boulevard Park, Galadima confirmed that the operators were notified before the action.

He noted that the park had breached its allocation terms by engaging in activities contrary to recreational guidelines.

“Boulevard Park was designated for recreation, but current operations violate its terms. The park has disregarded all rules,” he stated.

Galadima further explained that overseeing park activities is primarily the responsibility of the Department of Parks and Recreation. Parks must submit design plans for approval before starting operations, but inadequate supervision has led to widespread non-compliance.

“The FCT operates under the rule of law, and disregard will not be tolerated. City development is governed by law, and all operators must follow the terms of their allocations,” he warned.

Galadima assured that a ministerial committee has been set up to review all park allocations and uses, aiming to restore parks to their original recreational purposes.
