Dr. Chibuzo Okereke, a Nigerian legislative governance expert and public policy strategist, has continued to attract attention in governance and development circles for his expanding work in legislative reform, fiscal accountability, and youth leadership development across Africa
Okereke, an alumnus of the Young African Leaders Initiative (YALI-RLC), the European Union Inter Pares Legislative Capacity Development School, and the Centre for Leadership, Strategy and Development (Centre LSD), has built a profile centred on strengthening democratic institutions and improving legislative performance systems in Nigeria and beyond.
He previously served as Regional Director for West Africa under the African Union Agenda 2063 Chapter, where he contributed to initiatives focused on youth participation, citizen engagement, and governance advocacy aligned with Africa’s long-term development agenda.
In Nigeria’s National Assembly, Dr. Okereke worked as Legislative Consultant to the House of Representatives Public Accounts Committee, supporting oversight activities that contributed to high-profile investigations into public financial management. His work, according to public accountability reports, was associated with recoveries of significant public funds running into tens of billions of naira and later exceeding ₦200 billion through compliance and audit-driven interventions.
He also played a leading role in facilitating the First International Conference on Public Accounts and Fiscal Governance in Nigeria, as well as Nigeria’s hosting of the West African Association of Public Accounts Committees Annual General Conference—efforts aimed at deepening regional cooperation on parliamentary oversight and financial accountability.
A notable feature of his reform work is the development of the Legislative Horizontal Accountability Framework, introduced to measure parliamentary performance against committee mandates and legislative priorities.
He also developed the National Assembly Deliberative Barometer (NADB), a performance index designed to assess legislative productivity, oversight effectiveness, and representation outcomes using structured evaluation metrics.
Dr. Okereke has also contributed to governance oversight frameworks linked to major national infrastructure and financing projects, as well as reforms in treaty management systems that supported the reactivation of Nigeria’s National Depository of Treaties under the Federal Ministry of Justice.
Beyond his legislative engagements, he is a Fellow of the Institute of Strategic Management of Nigeria (Chartered) and serves as a governance resource person to various institutions. He also co-developed a youth leadership programme in collaboration with the National Institute for Policy and Strategic Studies (NIPSS), aimed at nurturing emerging leaders through civic education and strategic leadership training.
He is the Convener of the National Political Equity Movement, which promotes inclusive governance and political fairness, and the Founder of the Project Hope Alive Initiative, a non-profit organisation that has provided educational support and mentorship to more than 10,000 schoolchildren across Nigeria.
Dr. Okereke’s earlier leadership journey includes serving as President of the University of Nigeria Students’ Union Government and Deputy National Youth Leader of the Alliance for New Nigeria. He also represented Nigeria at the African Youth Charter commemorative conference, contributing to youth governance frameworks across the continent.
Observers say his growing portfolio of work places him among a new generation of governance reform advocates focused on legislative modernization, institutional accountability, and youth-driven democratic development in Africa.
