The Teachers Service Commission (TSC) has ordered the immediate redistribution of teachers across the country to address ongoing staffing imbalances in schools.
In a memo dated April 24, seen by Kenyans.co.ke , the Commission directed regional and county directors to implement a nationwide rationalisation plan to balance teacher distribution.
“Redistribute teachers across schools to ensure that no primary school remains understaffed where another school within the same area has excess or adequate staffing,” TSC instructed in the memo.
The move comes in response to growing concerns about persistent disparities, with some schools experiencing teacher surpluses while others face shortages.

“Notable disparities remain evident where some institutions have excess staffing while others continue to operate below approved staffing norms. It is therefore necessary to undertake an immediate staff balancing exercise within your areas of jurisdiction,” the Commission stated.
TSC emphasised the urgency of the redistribution, stressing the need to ensure that all schools have adequate staffing to meet curriculum demands and maintain service equity.
In junior schools, the plan will focus on resolving imbalances with regard to subject combinations.
In senior schools, the deployment of teachers will target subject-specific imbalances as well as overall shortages.
The Commission’s directive stipulates that the redistribution of teachers is set to begin immediately.
TSC has urged all regional and county education officials to act quickly to ensure smooth implementation of the redistribution plan.
The initiative is expected to resolve long-standing disparities in staffing that have contributed to unequal educational outcomes across different regions.
TSC’s orders come amid teacher strikes that have disrupted the reopening of schools. Among various grievances, teachers have decried shortages, citing burnout as a result of the overwhelming workload.
